Blue Water and Askar Tau Engineering establish logistics joint venture for Kazakhstan

New company combines Blue Water's international project logistics capabilities with Askar Tau Engineering's local market expertise to support complex energy and industrial projects in Kazakhstan

6 years ago, Blue Water delivered the final module under the Tengizchevroil (TCO) Future Growth Project-Wellhead Pressure Management Project (FGP-WPMP) in Prorva, Kazakhstan.

Blue Water Shipping and Kazakhstan-based Askar Tau Engineering have established Blue Water Shipping Askar Tau BV, a new 50:50 joint venture created to provide specialised logistics services for customers operating in Kazakhstan.

Registered in the Netherlands, the joint venture provides a structure that allows Askar Tau Engineering to maintain its established local presence in Kazakhstan while linking the company's expertise with Blue Water's global project logistics network. This approach reflects the increasing importance many operators place on working with locally established partners. Together, these capabilities position BWS Askar Tau to assist customers in navigating Kazakhstan's regulatory and operational environment.

BWS Askar Tau will support customers within Kazakhstan's energy and industrial sectors with multimodal transport, oversized and heavy-lift cargo and end-to-end project supply chain solutions.

Local execution backed by an international network

While Blue Water has supported projects and customers in Kazakhstan for many years, the establishment of BWS Askar Tau represents an evolution of how the company will serve the Kazakhstani market, with greater emphasis on cooperation with an experienced local partner. The model is intended to maintain continuity for customers and strengthen access to local expertise.

Ryan Foley, Chief Operating Officer, Energy, Ports & Projects at Blue Water, says the partnership is based on a clear customer need:

"Kazakhstan remains an important market for many of our customers. Establishing BWS Askar Tau allows us to combine global project logistics expertise with strong local execution, giving customers a solution that reflects both the complexity of their supply chains and the realities of operating in the local market."

For Askar Tau Engineering, the joint venture provides access to Blue Water's global network, while building on the company's experience in supporting major energy operators in Western Kazakhstan. Director at Askar Tau Engineering, Pavel Yun, says the two companies bring distinct but complementary capabilities to the partnership:

"Bringing our capabilities together enables us to offer customers a more complete solution. We can combine local market knowledge with the international coordination required by major energy operators."

Developing the partnership

Responsibility for the continued development of Blue Water's activities in Kazakhstan and neighbouring markets will sit with Jason Goh, Senior Vice President, Transport & Logistics and Energy, Ports & Projects, Asia, as part of his expanded regional responsibilities.

"Our priority is to continue strengthening our presence in Kazakhstan and neighbouring markets, including Azerbaijan, Uzbekistan and Tajikistan, through local partnerships that allow us to remain close to our customers. BWS Askar Tau gives us a clear foundation for doing exactly that," says Jason Goh. "Our focus now is to develop the partnership and ensure that it creates value for our customers."

BWS Askar Tau will work with the specialist teams and global network of both parent companies to develop logistics solutions adapted to the technical, operational and regulatory requirements of individual projects.

The establishment of the joint venture follows an agreement signed by Blue Water and Askar Tau Engineering in February 2026.
